Holland Conservation Commission

Minutes of Commission meeting held on May 8, 2012.

Present: Nathan Gumlaw, Chairperson, Marcia Beal, Neal Byrne, Patricia Caron, Mary Lovett and Marianne Martone.
Absent: James Wettlaufer.

Chairperson called the meeting to order.  The minutes of April 24, 2012 were read and accepted and will be distributed.

Brian Johnson, Supervisor of the Highway Dept., presented a Notice of Intent to install a slip line in a damaged culvert on Amber Brook near 171 Mashapaug Rd.  The DEP has assigned file #184-0277 to this project.  The Public Hearing is scheduled for May 22, 2012 at 7:30 p.m.  Brian Johnson also mentioned they plan to cut down brush and clean sand off the causeway.  We felt this was a maintenance issue and no action on our part was required.

Marianne Martone reported that on April 30, 2012 she, Pat and Sarto Caron (ZBA) did a site visit in response to a call regarding the legality of a new concrete lakefront wall at 11 Massaconnic Trail-Phelps property.  Actually the wall is at 7 Massaconnic Trail which was approved by the DEP project #184-0273.   However, at several wall openings, dirt and debris was being washed into the lake.  Mark Farrell of Greenhill Engineering was notified.  He in turn notified the contractor, Guy Langevin who on May 2, 2012 placed hay bales in those areas.

Marianne Martone also proposed sending to the cable commission to be posted on our Conservation site, a memo reporting to the Conservation Commission: any construction or excavation done on or near the lake; any substances deposited in the lake (sand, leaves, debris, chemicals).

Pat Caron reported having called Mark Stinson, DEP Circuit Rider, regarding the Enforcement Order sent to Robert Pellicare and Megan Bocian of 223 Mashapaug Rd. who were not home owners until 12-28-2011, after the violations occurred.  Mark said we could revoke the Enforcement Order, pertaining to them, and include it in our Minutes and send a copy of the Minutes to Robert Pellicare and Megan Bocian and to the DEP.

Mary Lovett presented a heartfelt letter which she will send to all the property owners on Maybrook Rd. requesting that they all respect the Opacum property, known as May Brook Glen and report all illegal dumping  as Trash Brings Trash and is detrimental to the property values.

Letters:
We received from Kathleen E. Hunt as required by the Enforcement Letter, two (2) candidates as their Environmental Consultants.  Following discussions, we felt it wise to question Mark Stinson as to which candidate would qualify.

We received from DCR (Department of Conservation and Recreation) a notification “Emergency Action Plan Update” regarding Hamilton Reservoir Dam.

We received a recorded Order of Conditions from Karen Drudi, DEP File #184-0267 of 330 MashapaugRd.

8:00 p.m.  Ray LaBonte gave us a recorded Order of Conditions for DEP Project #184-0266 at 137 Mashapaug Rd.  Nathan Gumlaw signed Procedure Sheet #1384 “as per Order of Conditions”.

A motion was made and all agreed to have our Conservation Meetings start at 6:30 p.m. for our in-house chores.

The meeting was adjourned at 8:30 p.m.
